Joyce L. Miller, Vice President and Director of Municipal Research at Griffin, Kubik, Stephens & Thompson, Inc., and the current Chair of the Association’s Municipal Credit Research Committee, will serve as the Association’s representative to the Governmental Accounting Standards Advisory Council (GASAC) of the Governmental Accounting Standards Board (GASB). Miller replaces Anne G. Ross, Senior Vice President and Manager, Roosevelt & Cross, who had served in that capacity for the past five years.
The GASAC is responsible for consulting with the GASB on technical issues on the council’s agenda, project priorities, matters likely to require the attention of the GASB, selection and organization of task forces, and other matters requested by GASB or its chairman. It is also responsible for helping to develop the GASB’s annual budget and aiding the Financial Accounting Foundation in raising funds for the GASB.
Current GASB priorities include projects on asset impairment and deposit and investment risk disclosures, as well as monitoring legislative initiatives dealing with accounting reform such as the Sarbanes-Oxley Act of 2002, the Truth and Accountability in Accounting Act of 2002 and the Investor Confidence in Public Accounting Act of 2002.
One of GASAC’s 29 members, Miller is a sell-side analyst with responsibility for making underwriting recommendations to her firm’s board, writing credit reports and overseeing disclosure-related compliance. She specializes in management underwriting reviews for non-rated and lower-investment-grade credits. In addition, Miller has worked in concert with various organizations on the goal of improved disclosure during her entire 17-year career in the municipal bond industry.
“Certainly, the heart of all good disclosure is a thorough and well-presented financial statement,” Miller said. “GASB has been at the forefront of disclosure for years. That is why I am honored to have been asked to represent the Association as its GASAC representative.”
